Gender: Physically male and identifies as male. He is much more comfortable around boys, he also looks up to and admires 'strong' men and wants to be like them. However, he crossdresses to hide his insecurities about his physical weaknesses and allows people to mistaken him for a girl. In the game, he is placed in a boy's room and is given a boy's electronic student's ID.
Orientation: Possible homosexual tendencies? He doesn't seem to have any interest in girls at all and appears more drawn to boys in general.
History:
The game, Dangan Ronpa, is set in Hope's Peak Academy, a prestigious and super-exclusive private high school that only accepts students who excel in their chosen fields of expertise. It's well-known that attending this academy pretty much ensures your future success in your chosen profession. Hope's Peak Academy strives to cultivate the nation's future 'hope'.
At the start of the game, 15 students (with a mysterious 16th student) are chosen to attend this exclusive school. All of them are highly skilled in particular areas and are given the title of 'Super High School Level' something. Though many of them, like Chihiro, the 'super high school level programmer/hacker', have skills that easily surpass high school level. However, something very strange happens as soon as they enter the school - all of them faint the moment they set foot inside. When they wake up, they discover that they're now virtual prisoners in the school. A large metal bulkhead blocks the main entrance, all the windows are boarded with thick metal plates, various parts of the school are sealed off and there are also surveillance cameras (some equipped with machine guns) everywhere! The 15 students also appear to be the only people inside the school.
Then at the school opening ceremony, they are introduced to a very advanced robotic bear with a sadistic sense of humour, Monobear. The bear calls himself the headmaster of the school and is intent on cultivating 'despair' instead of 'hope' among his students. He informs the students that are trapped in the school for life unless they 'graduate'. In order to 'graduate', they must kill their fellow students yet not get caught. Whenever a student is murdered, there will be a 'class trial' where students must try to figure out who the culprit is then they'll hold a vote. If they vote correctly, the culprit will be punished in cruel and unusual ways... and everyone else will be allowed to go on living in the school. However, if they vote wrongly, the culprit will be allowed to 'graduate' (leave the school) while all the other students will be 'punished' (killed).
At first, all the students try to work together to find a way to escape and are very reluctant to kill their fellow students. To spice things up, Monobear starts giving them 'motives', like showing them videos (which may or may not be fake) of terrible things happening to their loved ones outside the school or threatening to reveal their deepest secrets. Gradually, some of the students are driven to despair and kill their classmates... Thus starts the high school life of mutual killing.

Personality:
Chihiro is a very sweet, innocent, sincere, trusting and friendly person. He really just wants everyone to get along. He trusts people easily and Naegi mentions that his sincere puppy-like smile is a strong weapon. He's just the type that everyone wants to protect. Being in a school where he must either kill or be killed greatly distresses Chihiro.
However, he severely lacks self-confidence and is very easily intimidated. He's even been described in canon as a 'small frightened animal'. He's often hesitant about voicing his own opinions and ideas and easily apologizes for anything he says that he thinks the other person might find strange or offensive, even if he's not said anything to that effect at all. He just can't bear the thought of anyone disliking him or of offending anyone. Despite this, he is able to stand up for himself from time to time and to speak up when he knows something is just plain wrong, like how he actually opposes Togami when the latter thinks of their dreadful situation as just a game and shows no respect for the lives of the other students. Though Chihiro does quickly back down as soon as Togami shouts at him...
Chihiro is at times gentle (and some might say naive) to a fault, like how he is unwilling to kill the mosquito in his room because he doesn't want to kill it as it might have family. He also reasons that the mosquito didn't do anything wrong when it bit him as it was just hungry.
The only thing Chihiro is truly confident about are his superb computer skills. He gets very animated when taking about computers or his programming work. So he feels rather useless at Hope's Peak Academy as he doesn't have access to any workable computer (he does manage to find and repair one later, and places a highly advanced AI version of himself in it that tries to help the others after his death) and feels that he's just a burden to the others and is unable to help them.
Chihiro's greatest fault is his weakness complex. He's always been frail and small. When he was younger, he wasn't allowed to go out and play as he was too weak to and though he's in high school now, he's barely 5 feet tall. He was often teased for his small build and people constantly told him to 'man up', yet though he hates his physical weakness, he's never quite been able to overcome it. So he decided to escape from his weakness by making himself even weaker - by living as a girl, since it's alright for a girl to be weak. However, by escaping from his weakness, he just made his complex more serious.
Despite his physical weakness, Chihiro does have the capacity to be rather strong mentally. After Monobear threatens to reveal his crossdressing secret, instead of falling into despair as Monobear had hoped, Chihiro decides to change. He decides to finally face his weakness and the lie he's been living by training his body to be stronger. He is also quite optimistic as he never once doubts his ability to change or that Mondo will help him change and keep his secret for him. He even has plans to tell everyone his secret after he becomes stronger.
Chihiro comes from a point in canon where he's just resolved to face his weakness and strives to be stronger.
Abilities:
He's an extremely talented programmer/hacker. He was able to write advanced computer programmes from a very young age without any formal training or prior knowledge of computer programming. He's a self-taught programmer and working with computers just comes naturally to him. He also eventually creates (right before his death) a 'strong' AI programme, that he's named 'Alter Ego', that is able to think on its own and to rather accurately mimic other people from the data it's been given.

Good morning, everyone! I was wondering if anyone would be able to help me with some physical training or perhaps teach me some sort of martial arts? I... don't really mind what it is... I'm willing to try anything really that would help me build up my physical strength.
I've never done any sort of training before though... but-but I'll do my very best to learn! I really want to change myself for the better. I've very sure I can do this! [Then 'she' hesitates a bit before quickly adding...]

Third Person:
Chihiro felt both rather nervous and excited as he made his way to the gym inside the Veda Tech building. It was great that they actually had a proper gym in this place though he was really more excited about the fact that this entire building he was currently in did computer research! That certainly made him feel much at ease. In fact, he's become much more confident since coming here. Everyone's been nothing but nice to him, no one was forced to kill anyone and his classmates from home who were here have been very supportive. Anyway, he'd have to try to speak to the person in charge and see if he could perhaps help out here. He missed working with computers so much! His fingers just itched to do some coding.
Soon, Chihiro was outside the gym doors, he paused for a moment to prepare himself mentally. He was finally going to do this... Yes, he could do this! He was going to change himself and be stronger then he'd tell everyone his secret and not have to hide anymore. With that reassuring thought, he pushed open the door and greeted his training partner brightly, "I'm sorry to have kept you waiting! Let's begin!"
